- Open to nationals of countries with low immigration rates to the U.S.
- Individuals from countries such as Nigeria, India, China, Jamaica, and others are ineligible. However, applicants from Macau SAR and Taiwan can participate.
- Applicants must have a high school education or two years of relevant work experience in the last five years.
