The 61-year-old Portuguese who was relieved of his duties by Italian Serie A side AS Roma in January, has put pen to paper on a two-year deal with the option of a further 12 months.
Fenerbahce finished second in the Turkish Super Lig this season and will compete in the qualifying rounds of the 2024/2025 UEFA Champions League campaign.
The Istanbul-based side are one of the most successful in the history of Turkish football but have not won the top-flight division title since 2014.
The team recorded 99 points and lost only once in the just-concluded Super Lig season, yet still finished second to city rivals Galatasaray which prompted the exit of head coach Ismail Kartal.
Mourinho who is understood to see the move as an exciting challenge, will be hoping to add to his trophy haul having won 21 major honours across spells with FC Porto, Chelsea, Inter Milan, Real Madrid, Manchester United and AS Roma.
He remains the only manager to have won the UEFA Champions League, UEFA Europa League and UEFA Europa Conference League.
